Why is the length of the code or lines of text to be maintained 80 Charcters length in an perl program(Text Pad) when the text pad can accept more than 80 charcter length?

It's probably your editor settings (line wrap, etc) and nothing to do with Perl.  Perl can accommodate lines that are as long as you like, though I would advise you to keep your lines to a single screen width to aid readabiliy.

You should find better assistance available from the help groups associated with the editor in question rather than here, where we're expects at Perl rather that the "textpad" tool.
