Concat and Declare variable in Oracleusing OCI

SqlServer Example:
$query = "declare @CMID numeric
exec @CMID = ".$CDatabaseOwner."InsertNewCM $GOrgID, '".$stRequester."', '".$stReasonCode."'
select @CMID as CMID";


OCI Example in Oracle
$query = OCIParse($link ,"BEGIN PKG_CMT_PROCS.InsertNewCM(:GOrgID,:stRequester,:stReasonCode,:p_CMID);END;");
OCIbindByName($query, "GOrgID", $GOrgID,1);      
OCIbindByName($query, "stRequester", $stRequester,100);      
OCIbindByName($query, "stReasonCode", $stReasonCode,100);
OCIbindByName($query, "p_cmid", $CMID, 10);
     
"select @CMID CMID";

$result = ociexecute($query) ;

Please tell me where iam doing wrong compared to Oracle and SqlServer.

I want to make this work in Oracle but forsome reason iam not able to get the CMID value, as I dont know how to declare in ORacle and also How to make Concat Work.
