how can I configure the coordinates for the line to be 0 60 100 40 instead?

You could write

$w create line 0 60 100 40

instead, but I don't think that's what you mean .   I'm guessing that you want to change the co-ordinates of the two end points under program control.   If you want to do this at the time you're originally drawing the line, you can use variables in place of the co-ordinates that can change.  If you want to change them later, they you'll want to use tags and groups.

If you can clarify which of my guesses is correct (or put me right if I've missed the point completely) I'll post a follow up ... but please don't expect me to write a complete solution as this forum is really intende to help you learn and then write your own solution.
